grants. When true, check the channel's engagementReaction entry in
authorizationStatus before offering the reaction — the channel may need a
reconnect to grant it. On the service-level catalog this is channel-agnostic
and may overstate the requirement, since it can vary with a channel's login
flow; the per-channel configuration resolves it exactly.
